Am I reading the rule correctly that all pro-axis Vichy still count for the Italian NO even after the Axis broke the treaty?
My feedback on that is that breaking the treaty should change any pro-axis to pro-allied or even back to Free French. From a purely game perspective, I don’t think having the fleet being sunk without a shot being fired, but giving Italy two NO’s effectively for taking Normandy is a bit much to stomach, especially considering that the Allies also lose 15 TUV in Inf.
I acknowledge that I could have landed a plane in south france and prevented some of the issues I’m seeing, but I dont think a game rule should functionally force a choice.
I didn’t mind the idea of the Axis losing the income from South France long term to not have to sink the French fleet and get the North Africa NO without allied intervention, but when I see on G2 incoming going to Germany, Italy collecting 2 NO’s without a shot being fired, and the loss of all the speed bump infantry I feel the rule might need some tweaking.

Yeah in this version pro-Axis territories do count towards Italy’s NOs, but we’ve since changed it so that only Southern France being Vichy counts for the NO. Axis need to control N Africa to get the NO, not it just being pro-Axis. I’ll edit off 5 from Italy if I get it without having control of all of territories to conform with the better version.
As Allies you would prefer not having those territories turn back to Free French in order to get some income out of them. Also, they stay pro-Axis to allow them to be blitzed by the Allies, and since the NO now requires actual control of the territories by Italy or Germany (or Japan), it doesn’t matter if they are pro-Axis or pro-Allies.
If you put at least 1 unit from UK or US for example in a territory that is about to turn Vichy, that territory stays Free French. It’s something to consider depending on the situation.
