A small correction: Subs can even move into seazones containing an enemy destroyer:
Rulebook, 1941, page 20:

Submarines: Unlike other sea units, submarines can move through and even into hostile sea zones during this phase.
However, a submarine must end its movement when it enters a sea zone containing one or more enemy destroyers.

I think two subs to 14 is definitely the way to go. Sink a carrier and not have to fight the fighter!

I also think Africa is not worth the effort for Germany, so its worth dumping a unit in Gibraltar is worth taking away a UK fighter. Even though it’ll cost you the transport, if you’re not going to go for Africa, its an acceptable loss. (I even sometimes tank the armor from Africa and put it in Gibraltar. Sure I’m stranding a tank instead of any infantry, but its a tank that won’t to any more than have a 50-50 chance of knocking out an allied infantry when it is attacked, so I might as well waste the tank instead of an infantry from Europe.)

If your strategy involves pushing Africa or the Middle East with Germany, I still think its worth going after that carrier, but better to save your transport and let that UK fighter live to fight another day.

I attack German Held West Russia with all units from Karelia, Archangel and the Tanks and fighter from Russia and Caucasus

Say after 1 round of attack, I have killed two German Infantry leaving 1.   I want to retreat after reducing the enemy force concentration.

The rules read that all units must withdraw to one friendly place.  I choose Archangel.  
So the infantry are then done moving having used 1 movement to the attack. (And since I committed everyone from Karelia, the space is now empty).

The tanks should still have 1 movement available each so I could move them to Russia?  The Fighter has 3 movement so I could place it at Russia or Caucasus?

Just trying to understand the movement rules for retreating.  not saying I like the attack scenario itself!

All the units would retreat together, to a territory where they came from.
Since you had units in the attack from archangel, you may choose archangel. BUT all retreating units must go to archangel, tanks and fighters too.
If you had the same scenario, but had amphibious troops as well, the amphibious troops may not retreat but all others may go to archangel.

Land and Sea Units: Move all attacking land and sea units in that combat that are along the battle strip to a single adjacent

Air units retreat independently during Non Combat Move Phase being allowed to use all their remaining movement points,

I think I know the answer to my own question and the answer is I have no option but to engage in dice battle and to either keep battling or retreat back to where I came from.

Right, the purpose of the Combat Move Phase is to move into hostile territories to either initiate combat (against hostile units) or just capture the territory (in case there are no enemy combat units present).

That’s what I thought, but I was hoping I was wrong so I could pick up 3 IPCs in one move.
