you can take them and increase your ipc total but you cant take their ipcs on hand because of no capital

Ok after reading that I believe it cleared up all the questions I had.  It makes a whole lot more sense now.  Thanks for your help guys.

A&A is a simple game, now if you want more detail, go play WIF or SPI.

you collect IPCs from NOs along with normal IPC collection

Won’t somebody with graphic design skills just whip up a diplomacy chart or some such to make this simpler for everyone to get?  :|

I’m pretty sure BILL is right. Japan will be able to take the Dutch colonies without consequence. Otherwise there would be nothing neutral (except China) for Japan to attack and no need to keep the US out of the war for the first few turns.
