1. Had in my head a max scramble of 3 air which I just tried to check in the rules, which say any number of air units. Can someone please confirm that there is no max to the number of planes scrambled.

2. In checking that I see that the rules say can scramble from an island - but we scramble from non-islands all the time. Did that rule get changed?

Yes that all changed between 1st Ed and 2nd Ed. of A&A 1940

1st Ed: Scramble any number of planes from islands with an AB
2nd Ed: Scramble up to 3 planes from any coastal territory with an AB
