I’ve got a question on the bidding rule “Full placement bids.”

Does that mean that an Allies+14 player will not get a bomber for 12 because he cannot buy a unit worth “2”?

In other word adding 2 to cash is not possible?

No, you can still save cash.

That was just intended to mean you can place multiple units into a territory.  There are some variations of bids where it is limited to one unit per territory.  For this tourney that is not the case.  You can bid 15 and place 5 inf right on Cauc.  Or you can place, 1 in Egy, 2 in Cauc, 1 kar, 1 ind. etc.

The limiting factors are, there must already be a unit in the territory or seazone, and placed units must be of that countries orgin.  So no Russian units to Egy, or no UK units to Russia, etc.

For that 14 example you can place 4 inf somewhere and save 2 for any other Allied nation.  No problem there.
