Balanced 1914 Setup?

Just yesterday I read a chapter on Madagascar in Chruchill’s series, The Second World War: The Hinge of Fate.

I don’t know if you can credit this victory to the effectiveness of marines.  Chruchill considered the operation a great success because of excellent planning and execution.  Using a far superior force against a weak colony composed of Vichy, African natives, and even Frenchmen who disliked Vichy was almost a sure win from the start.

Yes, marines are effective, but they are basically regular troops extensively trained for certain situations.

Any well-trained handful of men could have done the same job given the same circumstances.

I do not want to discredits the marines, but there is no reason why they should be counted separate or special compared to other infantry divisions.

I really like the idea of 1 IPC per valueless allied pacific island. I am going to propose that to the group I play with, because we are always looking for a way to balance the game, but at the same time try to keep it as close to OOB as possible.

What we have been doing for several games, and it is working well, is this:

Play “cry uncle” - so no Victory City win condition for Axis.
Germany not allowed to build factories in original German controlled territories.
USA can do whatever they want in the European theater only, right away in turn one.

Ever tried this?

Here’s a link to some. Although these are made for triplea you can obviously play them on the board as well. You might want some custom ipc markers for the TTs with different values though. I’m in the process of revamping these so they have their own zips. You won’t need to replace the whole global zip that way.

So heres my latest map for A&A 1914. Includes East Prussia and all correct borders, Has some Zones for Askarideployment in Africa.

I kept Albania, neutral Greece and Moscow as Russian Capitol.

First of all, no country should ever be allowed to build units in a captured enemy capital/factory/production centre in any Axis and Allies game ever period.

I will add the Munich factory next game, this is for me just ahead of the other candidates Ruhr and Alsace.
Benefits of Munich are that its sufficiently well behind the front line to begin with, but allows every German home region to be reached by newly built units in one turn.
It also allows Germany to reinforce Austria’s drive in the south.

Will probably also make Petrograd a production centre and Russian capital (though Russia can move the capital to Moscow once in a game.

I’ve considered Canada as the magic 12th PC, perhaps with reduced starting units.

A completely different approach to placement is:

New units may be placed in any home region still contiguous with the capital subject to the following limits each turn:

Capital: 3 units

Controlled home region: 2 units

Contested home region: 1 unit

In addition

UK - Canada: 6 x IPC of units

UK - India 6 x IPC of units

UK, F, G, I - Africa 6 x IPC units (Askaris only)

 Which Neutral Powers would have the economic equivalent of a “Minor Industrial Complex”?

I think Spain, Turkey and Sweden are the obvious neutral powers that have a large enough industrial base to build their own tanks, planes and ships. Depending on how the sculpts are going to look, I think the Italian burnt orange will fit Spain, and maybe the french dark blue will fit Sweden. Turkey already got their units.

Maybe use the medium green for Brazil, and lime green to supply China.

Maybe even Canada can have own nation specific units ?

The Russian maroon will fit Mongolia I guess
