yes you do. If you liberate, then you will collect income at end of turn, so if somebody whacks your Capital again before you can spend it, you lose the money again.

I see no mention on page 23 of sea zone numbers. Only this:

“You can place sea units only in sea zones adjacent to territories containing eligible industrial complexes. New sea units can enter play even in a hostile sea zone. No combat occurs because the Conduct Combat phase is over.”

If you look at page 8, you WILL see this:

“Note: The Caspian Sea (surrounded by Caucasus, Kazakhstan, Turkmenistan, Eastern Persia, Persia, and Northwest Persia) is considered to be a sea zone, even though it does not have a number.”

I suggest you recheck the rules. You might be looking at the wrong book.

Given what you say, wouldn’t that possibly be a sign the bids are being used in the wrong place? If controlling the Med/Africa doesn’t prevent the Axis key path to victory shouldn’t more of the bid be spent in maybe China/USSR instead?

I mean, I’m no expert in that regard. My whole ethos is “a penny saved is a penny earned.”

My general experience of playing as the western Allies in these types of games is actually about projecting a large enough force that your enemy won’t attack you; if preserving French units helps with that, then all the better.

The whole thing with the western Allies is that they need to ramp up and leverage their economies, but it’s not simply enough to out-spend your opponent; you have to actually be able to out-unit them, too.
