The Germans have no destroyer present, therefore the defending air units can not hit the sub, and of course the sub can never hit planes. Think of it in terms of the combined arms rule, air units can only hit subs if they are combined with at least 1 participating destroyer, the difference with this particular combined arms is that it works while attacking and defending. In the scenario that you described, the sub would destroy the remaining transport without rolling and the defending fighters can do nothing.
UK Pacific Starting Income Question

Not sure if this has been addressed before, but I can only count 16 IPCs worth of territories UK Pacific start out with. Thats less than the 17 the rules says they should start with. The territories I am counting are:
India: 3
Malaya: 3
Kwangtung: 3
Borneo: 4
Burma: 1
Shan State: 1
British Columbia: 1Their other territories, Samoa, Fiji, Gilbert Islands, and Ceylon, produce no income. Where am I missing this single IPC?

The UK Europe starting income is 28 IPCs, the UK Pacific starting income is 17 IPCs… all Canadian territories including BC are absorbed into the UK Europe economy, and West India is part of the UK Pacific economy.
