7.2 Rules question

Vichy is a must in my opinion, even if you get the worse case situation and get nothing. Southern France being Vichy blocks Italy from being conquered through France. This is a good reason why you may not want to take Switzerland as the Axis.

When we were on our A&A G40 kick, no one ever wanted to play Russia so we were forced to rotate. I would hate to see Italy become the new Russia. Then again, unless you can get 6 people to play it doesn’t matter  :-D

So my copy of 1939 got in yesterday and I had my first game today.  Well, by game I mean my buddies and I spent damn near 3 hours just to get through one round of turns.  We’re all seasoned G40 players but this is a whole new beast.

While we were playing, a few interesting questions came up, and to my knowledge they don’t seem to have clear answers in the 7.2 rulebook.  As far as I can tell, these rules are very comprehensive and clear to someone who has been following them from their inception, but alas I am a novice plunging straight into new rules and I feel like I’m missing some stuff.  Any answers/links to clarifications/things that will help are greatly appreciated!

Anyway…

1 - If Germany decides to make a Vichy French government and for a ship rolls a 1-2 (replace french ship with German ship), can that ship move on German noncombat move that very turn it was converted?

2 - When the rulebook says that the minor axis powers of Finland, Hungary, Bulgaria, and Romania are only worth certain sums of money to Germany, does that mean that Germany collects this money once they activate them, while the countries themselves also collect and spend their small incomes?

3 - If a ship, say a Norwegian Battleship, lives past the German capture of Oslo and flees to join the nearest British fleet/Port, does Britain gain control of said ship, or does the ship simply stay in the SZ/Port that it went to indefinitely?

4 - If an allied power in the pacific walks into Dutch New Guinea, do they gain control of the Dutch fleet in the adjacent SZ along with the ground troops and IPC value of the territory? (Holland has fallen at this point)

(EDIT) 5 - If Germany attacks Riems from both Holland AND Western Germany, is the Fortress bonus ignored outright, does it apply to the German units attacking from West Germany, or some weird mix of these?

6 - Biggest one: If no clear ruling on any other rule exists in the 7.2 rulebook, is it safe to assume that said rule (generally governing unit movements/actions, weird idiosyncrasies with transports, etc…) is covered by Alpha 3+ rules of G40? Since (as far as my personal research has uncovered) Global War 1939 began as a mod of those rules, it seems that any holes would be covered by the old Alpha 3+ base rules, saying that no 7.2 rule supersedes it.

If any others crop up I’ll post em.  Again, your input is greatly appreciated  :-D

Vichy Units can not attack…period.

Once Paris falls immediatly roll for Vichy. If the German player decisdes to roll for the battle of Paris last then fight all the other battles first…Just immediatly after paris falls roll for the Vichy then resume all other battles.

Those are house rules in Garg’s group that plays. Those are house rules that they added to there game while playing and will find out how many and if any other changes to rules coming out soon in 7.0 . We only use 3 or 4 of Gar’s 6.1 rules in are games right now.

Tigerman’s rules say no capital ships in Calcutta and Anzac. Thats the way we play until 7.0 rules come out.

Hey Tigerman, I just played my first game yesterday.  I really enjoyed it and I want to say thank you for developing a great game.  It is an awesome advanced-level axis & allies that should keep even the best players challenged for years to come.

I was playing as USSR and our side won!  I Just wanted to give you a few first impressions as newbie player feedback for your interest:

I really like some of the mechanics of the game that give you more options (e.g. mechs towing artillery; paratroopers, fortresses)

There are a couple of oddities about the map that I don’t like (e.g. Australia and Cairo are far more vulnerable than in the Global 1940 map; only 1 move from USA to Normandy).  Seem to me not enough sea zones in a few areas.

Axis have a lot of advantages (e.g. blitzkrieg, sneak attack, banzai, all kinds of special units) and the allies don’t seem to have much going for them.  It feels very weighted toward the axis side.

Not all of the powers are equal difficulty to handle.  Each has strengths and weaknesses, but overall I would say the guy who plays UK has a much more difficult job than others do.  Just managing all those economies looks very hard.

Germany gets $5 tanks so they can build just tanks and slaughter Russia early. Meanwhile if Russia rolls poorly for income the first few rounds they might not have much to fight back with. Maybe Russia getting $2 infantry could balance that, or more expensive German tanks.  In Global 1940 Germany has to use all 5 kinds of ground units effectively (inf, art, mech, tank, AA) and coordinate air support for combined arms.  In Global War 1939 if Germany can kill Russia just building tanks (less efficient than mech/art combos), then that tells you Russia is too weak.  Another bump might be to give Russia fortresses in Moscow and Stalingrad as well as Leningrad.

South Africa as a separate economy means it is a very small economy.  It can’t do much to help defend or liberate Cairo.  It should be part of the UK economy or at least UK should be able to mobilize more units there (mobile ones).

USSR needs a minor IC either in Stalingrad or Baku and they can’t afford to build one.  If they one in that area they might be able to send some mobile units down to Cairo.

some things in setup and rules have to be changed or clarified in my opinion:

1. Exactly clarification of state of Dutch (allied or Pro allied Neutral, role of DEI and navy)
2. Movement and Escape rules of neutral coastel ships and what happens after occupation by axis or allies.
3. FEC and UK. Can you also build facilites with UK IPC’s in FEC or Anzac territories (in the current rules is only the speak of “Units” to build in)?
4. Russian Partisans, at what time of turn they raise up
5. At what time geht the pro-neutrals one infantry more, at the beginning of turn 2 or at the end oft turn 2 (One Infantry more every two turns)
6. Can The USA spent their money only when at war or also before? In the current rules:
ALLIED LEND/LEASE:
The U.S. may attempt to lend money to any Allied power that is at war and that can build units. Also China ???
The U.S. may only make one attempt to each country per turn. Can you spent separatly eg. to South Africa and UK??? or are these two nations one coutry in that case?

Setup changes:

1. There should be some infantry in South and Middle American neutrals (Mexico, Chile etc.)
2. Calcutta (FEC) is in our opinion to weak, so you can occupy Calcutta in turn 3 with Japan (All Transports + Carrier based Aircraft), maybe there should be more units or a fortification against sea attacks in Calcutta. If you use the sneak Attak with Japan there is in my opinion no way to hold Calcutta with FEC.
