Given the state of the game I propose some additional challenges for the allies.

• Each sea zone needs to be occupied by at least one destroyer
• Each island needs to be occupied by at least one infantry and one AA gun
• Each Island needs an airbase and a shipyard
• Each land zone needs at least one infantry

Each territory needs an airbase and a shipyard,  even if it is landlocked.

Each sea zone needs to be occupied by a battleship AND fully loaded acc AND transport.
