wittmann is right, the Italians can’t participate in the German attack so they are bystanders. By rule the German transport should endure one round of combat, then it can retreat if still alive (unless you are playing a friendly game and allow the German player to rethink his move based on the new info).

I have a question about strafing. In most of the games I’ve played Germany attacks Yugoslavia to soften it up for Italy and then retreats into Romania. The problem is that sometimes you end up capturing the territory by accident.
My question is whether you’re allowed to halt an attack once you’ve scored the desired number of hits.

I’m afraid not. Its always a gamble. Only in step 6 can you retreat from a battle.
General Combat Sequence
1. Place units along the battle strip
2. Submarine surprise strike or submerge(sea battles only)
3. Attacking units fire
4. Defending units fire
5. Remove defender’s casualties
6. Press attack or retreat
7. Conclude combat -

No, you must resolve attack rolls from all attacking units unless you have hit everything defending the territory in question.
