Imagine it conceptually as the repair having to occur on the turn AFTER the damage was incurred.

So if on turn 1 your BB takes a hit, and it ends its turn adjacent to a naval port, the damage repair will occur on turn 2 during the purchase/repair phase.

Now keep in mind that if your BB gets damaged on turn 1, but does NOT end its turn adjacent to a friendly naval base, then you won’t be able to repair the damage on turn 2, because you’ll only have an opportunity to move your BB to a naval base during combat or noncombat movement phase, which happens AFTER the purchase/repair phase. So you’ll have to move the BB to the naval base on turn 2, and then repair it on turn 3.

@ Kreuzfeld. You are totally right but the problem is if i do this buys for UK they can do nothing for many rounds in Europe. Italy gets very strong in the med. The USA have to fight Japan. The allies in Europe  are getting a problem because UK is isolatet because of only inf buy and USA has to Focus on Japan (but you are right i have to do this buy for UK).

In the scenario I made, US will only have to buy 2 bombers on US 1 (in most scenarios) and move 3 of the US planes to canada. They are capable of going towards Japan if Germany don’t buy the TTs in G2.

If germany doen’t buy 3 TTs on G1 (and save their money instead), I am doing taronto, and buy 6 inf and 1 ftr and lose no time in the Med. If they do buy 7 art on G1, I am buying a mIC in egypt and 5 inf in UK.

The only “loosing investments” UK has is : 3 inf instead of ftr on UK1, no taronto on UK 1 (I think 3 useless german transports might be too steep a price for germany to pay for this result).

The other losing investment is the canadian airbase and a few allied TTs on UK2/US2, however, they are more than offsett by the 9 german TTs that has to be bought to force me to do it.

The advantage I get for this plan is that no german should try for the sealion after US1, then that is just a lost game if they buy the 9 TTs. This means that I can (if I want to) send everything US builds against japan, including US turn 1 build. I am still taking Persia on UK1, so I can build the mIC on UK2 and shut down the middle east as fast as possible. My favourite way of playing the UK is to have 1 mIC in each of iran, iraq and egypt, and to use them to buy volumes of inf and mechs for a giant uk landarmy that can reach where i want them

I still think the game is favouring the axis, all I was commenting on was that in a J1, it is so much cheaper for the allied to prevent the sealion, so it will never happen.

Yes, he is not forced to fight your new reinforcements. He can opt but doesn’t have to. I think this is the only situation where units can (must) move during the CM without triggering a combat.

Ofc, those units cannot move again during the NCM…

ofcourse having those transports in the Baltic makes for a great way to dump troops into Lenningrad if you opt for Barbarossa instead. Make sure you protect those transports near airbases that way you can scramble as well. I like to have 5 transports just outside of Lenningrad and 5 in SZ 113. That gives you 10 new units to drop into Lenningrad plus what you build there.

I once got a Sealion of opportunity that way. I bought a carrier and 2 transports G1. UK 1 fighter and 6 infantry for London, plus my subs in SZ 106 failed so he brought over that DD and transport with 1 infantry and 1 tank. I decided that Sealion was a “no-go”. On G2, I bought 2 more transports along with some planes, ships and land units. On G3 I attacked Russia and used those 5 transports to hit Leningrad. All was successful and I was making good gains against the Russians.
UK saw this and got a little careless. He didn’t buy any more for London and used up his stack of men in invasions of Normandy, Holland and Norway. All were successful, but I also took them all back. I had to use those 5 transports to take Norway back with men and artillery/tanks from W Germany. My Baltic fleet plus planes also sank his transports and their escorts in SZ 112. This was round 7 when I took Norway back.
The US was mostly occupied with Japan so they weren’t doing much in the Atlantic, mostly bombing my factories and building an invasion force to hit Italy, but it was still in E USA at this time. This was when the UK made a fatal error. Instead of dumping a stack of men to protect London, they replaced the lost transports and a couple of warships for escorts. London was relatively lightly defended, mostly with tanks and men to go on the transports. So, on G8 I loaded my 5 transports and hit London and took it, which also got rid of the US bomber threat.
A couple of rounds later, the US did manage to get over there and liberate London and even sank my fleet, but Italy had gotten to Cairo and I took Moscow by that time. Next round I took Stalingrad and we had an Axis win on the Europe board.

As someone who has had to read a LOT of pages of rules related to AAG40 (but WHAT a fun game!), the answer to your question is referenced here, in the AA 1940 Pacific Rules FAQ (page 4):

"Q. Let’s say I’m doing an amphibious assault and there are no enemy ships in the sea zone
around the island I’m attacking, but the island has an airbase and enemy fighters. Can I move
extra ships and planes into the sea zone along with my transports that won’t support the
assault just in case my opponent decides to scramble the fighters to defend the sea zone?
What about if there’s only an enemy sub in the sea zone? Can I move a destroyer in along with
my transport just to keep the sub from getting a free shot at it, even though the destroyer will
not participate in the assault?

A. Yes, in both cases. You may move units into a sea that presents a danger to your units during
combat movement, even though they may not actually end up fighting. Just the chance that there will
be combat is enough to allow it."

If Germany pretends it is alone on the map against England I believe they can forceably capture London on G4 after dropping a large number of units in scotland G3. The G3 Landing only has 60ish attack pips not a sure thing.

The G3 landing I calculate 81 pips vs 60, assuming Germany has five planes survive the AA gun and made a G2 Scotland landing.  England narrow the gap by attacking sz111 or Scotland, but not by enough.  I’ve presented these figures in the first post, edited last night.  Check it out!

How many land ASSUMING Germany lands everything they can, 20 land units G3 and I think 16 G4 what is left to defend or retake Berlin? You can build 3 in Berlin G5. A bunch of tanks in W Germany with your 80ipc and also a few mech in france and a tac bomber in normandy?

What can be mustered to the defense of Germany depends on the strength and position of Italy, as well as exactly what America is doing.  This is probably going to require (much) more play testing.  Fortunately that’s fun!

Your Japanese ally could pour into siberia trying to hunt the 18 inf down and busting the line to distract Russia. Japan going after India probably isnt going to happan presuming Japan waits to attack until J4 just so america cant help defend London. By then india owns the DEI and is making 27ipc a turn.

Japan won’t be far into Siberia this early, but every dollar taken from Russia helps.  By turn two Japan should have a major IC in Manchuria and should be in India by turn four.  SBRs against Russia should begin as soon as a landing strip has been established.  This brings a lot of pressure to Russia, but not soon enough to stop a R5 invasion of Berlin.  germany needs to hold out a little longer.

One of these days I’m going to look seriously at harassing North America with Japan.  I don’t expect they’ll do very well, but the diversion may be enough to save Italy and German occupied England.  One of these days…
