I m also going with you can only spend the money in the Pacific side with no ground buys going towards India or China. Figs cost 11 icps so it would take either side 2-3 turns  just to buy a plane if it went against China or India.
Same for Med. Place a token on top of money showing NO bonus money only goes P or Med. Just use a token with the letter P or M on it.

I agree on 2nd version - very doubtful.  As to the tourney rules, I have found the 2 movement factor rule to greatly change how the game is played - not a fan.

In 1914, the African continent is a large part of the board that quickly becomes very irrelevant.  Here are some changes that can bring some interest back.

At start of game,

Place 1 German CA in SZ26 to represent the active German presence in the Indian Ocean. Place 1 French infantry in Fr. Equ. Africa. Add 1 German artillery in Ger. East Afr. Change German artillery in SW Afr to infantry. Add 1 German infantry in Kamerun. Make IPC value of South Africa 2 (reduce Canada to 3).

A. add more inf to Russia.

B. add to the German navy in some areas.

Those are some thoughts I have right now.

I’ll probably do this. Give me about a week to try and mess with the default setup.

Maybe 4 or 6 more submarines should be good for Germany, with a Transport and Cruiser near Africa to provide more options for their stuff there. No starting US units save for 1 Infantry. Maybe.

My play group has just recently, which resulted in a land-slide victory for the Central powers, and the discovery of some rule flaws. Rules changed:

Romania and Arabia now have different mobilisation objectives. (by Flashmans request)

Italy and USA now have much more static entrances.

Colonial mobilisation has been  limited. (Can only mobilise units equal to IPC value of that territory)

Portugal can now be a colony.

Neutral Greece’s entry is now more historic.

Persia no longer has rail-roads. (Flashman)

Given the British dominion a transport capacity of 3. (simple error)

Colonies can only mobilise convoys under the same owner as the territory.

ALL neutrals (including aliened) are now full neutrals. (they can only be mobilised at certain points in the game)

Serbia now has 5 Infantry.

Made it so powers don�t start with ‘convoys’. (Simple error)

Railed in units now attack @ full strength. (players found it more fun this way)

Feel free to suggest rule changes.

First of all, no country should ever be allowed to build units in a captured enemy capital/factory/production centre in any Axis and Allies game ever period.

I will add the Munich factory next game, this is for me just ahead of the other candidates Ruhr and Alsace.
Benefits of Munich are that its sufficiently well behind the front line to begin with, but allows every German home region to be reached by newly built units in one turn.
It also allows Germany to reinforce Austria’s drive in the south.

Will probably also make Petrograd a production centre and Russian capital (though Russia can move the capital to Moscow once in a game.

I’ve considered Canada as the magic 12th PC, perhaps with reduced starting units.

A completely different approach to placement is:

New units may be placed in any home region still contiguous with the capital subject to the following limits each turn:

Capital: 3 units

Controlled home region: 2 units

Contested home region: 1 unit

In addition

UK - Canada: 6 x IPC of units

UK - India 6 x IPC of units

UK, F, G, I - Africa 6 x IPC units (Askaris only)

if people want to know, just look in the back of the AAE40 rule book where it distinguishes all types of units

The game linked in my signature is a game in which Russia lucked out and got paratroopers!  I think there were only a few rounds Russia ended up NOT getting the +10 IPC NO!

It was also, probably, the longest game in history.

PS: Russia won the game, despite England falling early!
