    So as an example:

    Japan has five tanks in Korea and Russia has one inf in Amur.  Japan also controls Buryatia.  Can Japan send 4 tanks to Amur, take it over, then move the one remaining tank into Buryatia via Amur during its non-combat phase?

    The word “blitz” is a combat tactic used for the combat movement phase, so it’s best to replace that word with the term “non-combat through that territory”.

    Yes, Japan can non-combat through Amur and stop in Buryatia, even if Amur was taken during the resolve combat phase during the same turn.
