@Lawrence-of-Arabia Monarchs were meant to be a part of the nations economy. If they are alive they act as a mobil factory capable of building one infantry class unit per round, but additionaly if they are captured or killed it delivers a 50% ipc penalty to the nation controlling them. They attack and defend under infantry rules, but have a +1 to attack and defence. Oh, also only monarchy/empires are elligable for a monarch. France and the usa have no such disadvantage.
As far as playability, i have used this rule for the chinese in my ww2 game (mao/ ki-shek) but have not succesfully implimented this into ww1 yet. In truth i have not played enough axis and allies in the past few years.
