The engine had allowed me, but one of the fighters move from 91 to 95 was illegal. It was not involved in combat as there was no scramble, edited and added it on 112 in Non combat move from 91.
So scramble decision in Rome changed to battleship + 2 carriers + fighter + destroyer vs 2 fighters.
Still assume no scramble but happy to repeat the turn if you wish to do it.
