the game wont let me build my Italian factory in Persia or Iraq is there a rule I haven’t found or a glitch?

I understand the problem.
In AA you can only build major factories in territories with a value of 3 IPC AND importantly, that your nation owned at the beginning of the war.
So, if you look at the game board, Romania in Germany is a 3 ipc territory and originally German; thus the Germans (but not any other Axis, even if in possession) could build a Major Factory there.
Likewise, KOREA at the outset of the game is actually an original JAPAN territory and worth 3 IPC. Japan can build a Major factory here. Any other territory, with a value of 2 or more IPC will allow a 12 ipc (build 3 units) factory. And, even if you capture a 3 ipc foreign city, it can only be a small factory -because your nation did not control at outset.
My recommendation here: Let me know where, post move, you want your 12 ipc factory. I will place for you in Anzac move. the big factory will not be placed and we’ll adjust the cash ipc.
