Truthfully, I’m very sleepy right now. I could be missing something obvious, but I thought you made the choice of where to attack after the air battle, don’t you?
Page 17 of the Europe Rulebook seems to back me up.
“After the air battle is complete, or if there were no
defending fighter interceptors, surviving fighter escorts
are considered to have retreated. They don�t participate
in the actual bombing raid, are not subject to antiaircraft
fire, and will remain in the territory until the Noncombat
Move phase. Any surviving attacking bombers carry out
the bombing raid. If the territory offers more than one
target, the bombers may be divided into groups, and each
assigned a specific target”So it seems the order of operations is the same way it works in TripleA, right?

Actually that doesn’t matter. If you don’t use max defense, then the defender can always ask for a re-roll.

Probably just as well this game is running a bit longer, since Gamerman is still deciding on the final Pacific VCs.

No, because I decided to keep the European map with the same Victory Cities, and adding 3 to the Pacific makes them equal at 11. 11 cities, of which Axis much capture 8 to win. Now they are equal, and it will be beautiful.
I want to name cities by world importance (because that is they way they all were out of the box), and want to add Malaya (Singapore), Manchuria, and Java (Jakarta). It will take more playtesting to decide (with the major changes to India/Australia, some giving advantage to Allies, some taking away), but I would consider moving a VC from Phillipines to New Zealand. New Zealand would be much easier to take and hold than NSW, though.
Still, giving the Allies more chances to disrupt the victory (Malaya, Java, Manchuria) does work to offset. One of these territories only need to be captured for a moment to reset the clock. Don’t forget other changes can be made. VC conditions may actually be easier than 2nd edition (not having to go get NSW or Hawaii) but other changes can be made as well. Like reducing Japanese aircraft and/or land presence on China at game start a little bit more.

the target(s).”Right, this means you’re committing to the TERRITORY, not the facility target. Facility targets are chosen after the air battle.
So Shin Ji is correct, the defender must make the decision about interceptors without knowing what facilities are being targeted. Triple A does it wrong.
