The dutch islands are kind of neutral pro-allies so once taken there’s no conseguence for the allies, but if Japan takes them it’s a declaration of war to the allies.
About Russia: if Japan attacks Russia only in one of the territories next to Mongolia this will active the mongolians as russian soldiers. This will not happen if Russia attacks first.
