The error message still happens after Germany round so finger crossed…
I made one edit move at the end by moving up the air gun up during non-combat turn. My poor Japanese Carrier and lone transport are now going to die soon :x… (I made a mistake by moving a fighter attack Persia and lacks range to fly back…)
