you can’t keep the submarines active and retreat with the rest. Are retreat always include all of your active forces (page 20 in rulebok). Your possibilities are:
- retreat with all units
- retreat with planes and submerge subs
- keep fighting with you planes and submerge your subs.
- keep fighting with all units

but how is that possible in land attack ampihbious one, when one can retreat with air but keep the land?

amp assaults is a special case. where the split up in forces staying and retreating is forced upon you. The land troops coming in with the amp assault may never flee and than if you want to retreat it only involves planes and troops attacking the territory by land and all these must then retreat together.
In a normal land attack all must stay or all must retreat and the same goes for a naval battle as in our situation.
