you can’t keep the submarines active and retreat with the rest. Are retreat always include all of your active forces (page 20 in rulebok). Your possibilities are:
- retreat with all units
- retreat with planes and submerge subs
- keep fighting with you planes and submerge your subs.
- keep fighting with all units

but it’s fine with me if you chose option 2 and then keep the fighters that you didn’t want to keep fighting. But the subs than have to retreat to or submerge
