This is fully allowed within the rules, as you get to make ALL defensive decisions for your enemy.
In fact, I think that this is a very good use of the ability by Matt. You can almost the master tactician plotting his attack:
“We won’t strike at the Baltic convoy until their screen of U-Boats have returned to their sub pens for routine maintenance. Our man on the inside, Emil, will radio us when it’s time to spring the trap.”

At the beginning of EACH USA turn, name a true neutral country of YOUR CHOICE and roll 1d6 on the forum.
If your roll is HIGHER than the IPC value of that neutral, you immediately gain control of it, and may replace all neutral units there with units of your own nationality.
The troops will be home by Christmas!
