That’s right, the USA may declare war at the beginning of the collect income phase of the 3rd USA turn, which of course occurs later than the non-combat movement phase.
While not at war with Japan, USA may not non-com any ships to a sea zone bordering or containing a Japanese controlled territory. -
My apologies, I thought the restricted movement for US not at war applied only to the Atlantic. (And TripleA permits it…not that that is an excuse!)
