hey art, jpn can’t build a major in Kia. I will get you further info on why……you will want to alter your purchase and placement.
Kiangsu seems to meet the two criteria needed: (1) It has a value of 3, and (2) it was an original possession of Japan when the game started. So if there are other rules regarding Kiangsu (or other territories), I would appreciate clarification.
As you are undoubtedly correct that upgrading the factory in Kiangsu is not legal, I will use the 20 IPC to purchase a minor factory for Shantung and a DD for SZ 20. I will place 2 (instead of 3) infantry in Kwangtung and put replace infantry from Kwangtung in Japan instead.
To protect Shantung from attack, I will modify my non-com movement: Move a tank and 1 fighter from Kiangsu and 1 fighter from SZ 20 to Shantung.
