Italy can get stupidly out of control if you do not sit on it from the start. (I think its NOs are ridiculously out of proportion to the other powers’ NOs.)
One thing: Japan can only place Minor ICs in China. They are considered Chinese territories, under Japanese control. Only Korea can be a Major. Sorry!
