My mistake was not sending my two move units to Romania the previous turn as Germany. I just played out turn 9 and US was able to stack Northern Italy. Italy is out of the game now, but on the other side of the board Japan is making 105, and he is bombing Russia with 5 bombers every turn. He has more than UK in the south and he can now start landing in Africa taking the money away from Russia and UK. I do agree that US is going to eventually take Germany, but could he do it before Moscow falls? Probably :/

I have a game, where Italy declared war on Russia in the third turn. In Germany4, Germany did NOT declare war on Russia, to have the NO Bonus for not being at war for 1 more round.
Russia afterwards did not declare war on Germany either.Now the question: Germany has a submarine in SZ125. Does Russia get the National Objective? It only states “No Axis warships”. Germany is obviously part of the axis. But Germany and Russia are neutral. It should not get the Bonus, if the wording of the rule is read correctly.

So, Germany can deny Russia’s bonus even if they aren’t at war with Russia.Another thing, if Italy captured a Russian territory on its turn, Germany could noncombat move into that territory without declaring war.
