Yes. And note that you can make a comment at any time, in any phase.
The game will record what round and whose turn it was when the comment was made.
In the text report, you can see exactly when the player made the comment.
The only glitch is that it doesn’t show up in the comment log immediately after you enter it. But it will be there upon reload. -
