@Running-Away Per page 22 of the rulebook, units of another power may be transported only if that power is friendly. Per page 12, the US is not considered to be either friend or enemy to any other power while it remains neutral. Therefore, the US cannot transport units belonging to any other power while it is neutral.

The Turkish Straits are entirely contained within the territory of Constantinople, so moving from Constantinople to Bulgaria does not require crossing the straits. As the straits are contained within a single territory and not at a border between territories, transports are never needed to cross them. It doesn’t matter what the odds are. Fighters may attack a hostile territory as long as at least one infantry also attacks (all of the units end their move in the same territory, so the infantry satisfies the fighters’ land unit requirement). Of course, if there is only one infantry, all of the fighters will have to be taken as casualties before it can be taken (see page 19 of the rulebook).

In the designer’s Tournament rules (which can be found here), any power can collapse, and Russia has no special rules (the Russian Revolution rules are not used).

That might make sense.  Either that, or have contesting the capital as a precondition to checking for them.  However, in all three cases, the situation was caused by sneaky moves of troops to places just big enough to cause them to be contested, which is why I suggested giving the country the entirety of its turn to try to correct the situation (like in WWII games of A&A when a capital is captured).  As it was, we sent armies on suicide missions right before the turn of the country in question just to trigger the collapse, even though the moves would otherwise NEVER have been made (like sacrificing a considerable army just to have 1-2 units survive, thereby contesting a territory).

So no contested SZs, then.

Does that meant that, when a player with ships in a SZ that an enemy has just built a new ship into takes his turn, he must either fight the new units to the death or withdraw?

If I remember correctly, ships can avoid battle in previous A&A versions, but perhaps he’s changed it to simulate the necessity of breaking through the blockade?

Since Germany has an inferior naval deployment, the retreat rules make sense to give them some flexibility.
