In this case I don’t think that he could scramble to defend Eire. But that’s one I’d like to check out to know what the ruling on that WOULD be. I haven’t seen this crop up too often.
The alpha 3 rules say that you can scramble to defend against amphibious assaults, with nothing saying that it has to be against your or an allied territory. So I guess you could even scramble against a true neutral attack but I havent ever come across it in a game.
