    Yeah I don’t think you should have been able to build in Budapest.  It might be a glitch with encampments?  I don’t know.  Also, I just realized my Swedish North Sea squadron isn’t with the Spanish North Sea Fleet…  I’ll edit it on France’s turn if you don’t get to it on Russia’s.
