A&A 1914 Submarines

_Here’s a rule with two aims:

1. Safeguard Russian production (with some historical precedent) from relatively easy/early/immediate German poaching
2. More setup variety and more interesting potential play at the periphery of the map._
3. Enable/strengthen KJF and bilateral games.

The Rule:
During setup, do not automatically place any ICs in non-capital territories.  Instead, those ICs (and up to one AA unit/gun that accompanies it) may be placed in any territory controlled by their owner. The choice of where to place any starting ICs can be discussed openly, but should be made in secret and revealed simultaneously by all players.
Optional: If the UK does not start with at least one non-capital IC, allow it to place an IC+AA unit as well.

I think this works best with some of kind of mild incentive to encourage creative placements, so here are two versions of a bonus (pick one):

Bonus version A: Wherever a starting, non-capital IC is placed, permanently increase the IPC value of that territory by one (but not above 3).

Bonus version B: Whenever ANY non-capital IC is built or placed (for the duration of the game), permanently increase the IPC value of that territory by one (but not above 3).

We use our own tech charts that are country specific. This is for Global 1940 but could be adapted to any game.

Germany
2 – The jet age begins and the ME-262 takes to the skies. Fighters defend at a 5 during ground attacks and scrambles, and defend at 3 during strategic and tactical bombing.
3 – King Tiger tank is developed and rolls off the assembly line. Armor now attacks on a 4.
4 – Type XXI U-boat is unleashed upon the Atlantic. Submarines attack at 3 and defend at 2.
5 – Nebelwerfer rocket packs delivered to the front. All artillery can support 2 infantry or mechanized infantry.
6 – Waffen SS divisions now attached to regular army divisions. “4+1” For every 5 infantry in a combat or defense. One attacks and defends at +1. With an attached artillery the attack value is increased to 3.
7 – V-2 Rocket is developed. Airbases may now conduct one industrial or naval/air base attack on a zone within 4 spaces. One die of damage is rolled per German controlled operational air base.
8 – Long range aircraft. All aircraft flight range is increased by 1 movement.
9 – Advanced radar. AA guns hit at 2 during strategic and tactical bombing raids.
10 – Improved mechanized infantry. All mechanized infantry attacks at a 2. Artillery do not boost.
11 - Improved aviation engineering and manufacturing. Fighters now cost 8 IPC.

12 – Atomic weapons. A new age of terror begins as the Nazis harness the power of the atom.
Atomic bombs cost 24 IPC to build. Only two may be built per turn. May not be built on same turn as breakthrough turn.
Move as infantry by land or sea. If loaded on a strategic bomber, it can move the current range of the bomber
Due to a lack of trained technicians and engineers, a nation may possess no more than 2 weapons at one time.
Due to the size and nature of the airburst associated with the nuclear warhead, no attack roll is required to score a successful hit.
No air defense, such as fighter scramble, is allowed due to the altitude of the strike plane and surprise of the attack. Only upgraded fighters may intercept. Long range aircraft or jet power technology must have been researched.
An atomic weapon is treated as an AAA gun if the territory in which it is stored is attacked. 
No AAA guns are to be fired due to the altitude of the strike plane and surprise of the attack only normal AA gun with factory can fire. Airbase and naval base do not fire AA.
Any industrial complex is attacked with 4 dice disabled to maximum value of 20 for major and 2 dice disabled to maximum value of 6 for minor complexes.
Any airbases or naval bases are attacked by one dice of value.
One dice is rolled and that number of units of defenders choice eliminated. AAA guns may be chosen.

If used on a naval assault:
The nuclear strike cannot be combined with surface vessels.
Due to the altitude of the strike plane and surprise of the strike, aircraft on carriers and loaded troops on transports are considered to be cargo and provide no defense. The 5 hits are assessed and the attacking bomber returns to base. No 2nd attack is permitted.
Transports chosen last.
USSR is not permitted to develop weapons until they are in a state of war.
1 – IL-2 Sturmovik rolls off the line. All fighters now attack at 4 when paired with a matching armor.
2 – T-36 rolls off the line. Tanks now attack at 4.
3 – Katyusha rocket packs to the front. Artillery can support 2 infantry.
4 – Russian home guard. “4+1”, for every 5 infantry on defense one defends at 3.
5 – 6 Roll again
Japan
1 – Kaiten submarine is unleashed upon the Pacific. Submarines attack at 3 and defend at 2.
2 – Improved ship building. Battleships cost 17 and carriers cost 13.
3 – Ship radar. Battleships now hit and defend at 5.
4 – Improved capital ship design. Battleships and carriers now require 3 hits to destroy.
5 – Long range aircraft. All aircraft flight range is increased by 1 movement.
6 – Improved aviation engineering and manufacturing. Fighters now cost 8 IPC
USA is not permitted to develop weapons until they are in a state of war.
2 – B-29 is developed by Boeing. Roll 2 dice for each strategic bomber in a combat or strategic raid. Range is increased to 8.
3 – Improved factories and manufacturing methods. Cost of all units except infantry, reduced by 1 IPC.
4 – Ship radar. Battleships now hit and defend at 5.
5 – Improved capital ship design. Battleships and carriers now require 3 hits to destroy.
6 – Improved ship building. Battleships cost 17 and carriers cost 13.
7 – P-51 Mustang rolls off line. Fighters now have a range of 6
8 – Rocket barges developed. Destroyers may now conduct shore bombardment at a 2.
9 – Improved mechanized infantry. All mechanized infantry attacks at a 2. Artillery do not boost.
10 – Long range aircraft. All aircraft flight range is increased by 1 movement. P-51 is not increased.
11 – Jet power developed. Fighters defend at 5 during defense and scramble and 3 during strategic and tactical bombing raids.
12 – Atomic weapons. See German section.

United Kingdom
1 – Sterling bombers developed. Roll 2 dice for each strategic bomber in a combat or strategic raid.
2 – Ship radar. Battleships now hit and defend at 5.
3 – Improved capital ship design. Battleships and carriers now require 3 hits to destroy.
4 – SAS Commandos. On first round only, of an amphibious assault infantry hit on a 2. Matching artillery boost to a 3.
5 – Anti-aircraft radar improvements. AA guns hit on 2 during strategic and tactical bombing.
6 – Spitfire III rolls off the line. Fighters now defend at 5 during defense and scrambles and 2 during strategic and tactical bombing raids.

Italy
1 – Long range aircraft. All aircraft flight range is increased by 1 movement.
2 - Improved aviation engineering and manufacturing. Fighters now cost 8 IPC
3 – Improved mechanized infantry. All mechanized infantry attacks at a 2. Artillery do not boost.
4 – Mobile artillery. Artillery may now move 2.
5 – Frogmen commandos. On the first round of combat only, 2 extra dice are rolled prior to a naval attack. A roll of 2 or less is a hit. Hits are assessed prior to the main attack.
6 – Roll again.

Australia – due to lack of industry and supplies are limited to naval improvements only. ANZAC is not permitted to develop weapons until they are in a state of war
1 – Improved ship building.

My play group has just recently, which resulted in a land-slide victory for the Central powers, and the discovery of some rule flaws. Rules changed:

Romania and Arabia now have different mobilisation objectives. (by Flashmans request)

Italy and USA now have much more static entrances.

Colonial mobilisation has been  limited. (Can only mobilise units equal to IPC value of that territory)

Portugal can now be a colony.

Neutral Greece’s entry is now more historic.

Persia no longer has rail-roads. (Flashman)

Given the British dominion a transport capacity of 3. (simple error)

Colonies can only mobilise convoys under the same owner as the territory.

ALL neutrals (including aliened) are now full neutrals. (they can only be mobilised at certain points in the game)

Serbia now has 5 Infantry.

Made it so powers don�t start with ‘convoys’. (Simple error)

Railed in units now attack @ full strength. (players found it more fun this way)

I think destroyers should be able to bombard @ 2. In fact, I think all surface warships should have that ability.
The only thing that worries me is if destroyers can bombard @ 2 plus their ASW abilities and cheap price, that will start a new wave of people saying “Cruisers aren’t worth buying”.

Well FWIW I don’t mind adding some firepower especially if everyone can do it. I’m working with using the bunkers from HBG to have major and minor bunker complexes that soak hits even on islands. It really just depends on how far you want to diverge from OOB rules and what other units are going to come in to play.

A simple rule could be that all surface warships no matter their type boost +1 on a 1:1 ratio with land units for one round, and tweak it to your liking from there.Â

Interesting extrapolation.
It could be used by cruiser and BB in addition to their basic bombardment.
We can even consider more boosting power toward BB.

Lol no I think you misunderstood me. I ment do you think we could make rules for a game like this even if it never happened. Like I said you could just commit small numbers and pieces to the game.

I think that radar is a little weak. Perhaps make it a minor tech? Or make radar activate always active AA guns. That would be scary.

Imperious Leader:
the whole idea of subs is to be on station waiting for some target to come by… If you just allow any destroyer to “SEE” the sub automatically on CM it defeats the purpose. I feel you must install that roll the DD has to make to achieve detection ( either that 3 or 2)

Here are the new rules (bold stuff is new):

A player can submerge a submarine in his NCM phase or during his CM phase
when he retreats from an attack. Place a control marker under the
sub every round after the round where the sub submerged. When two markers are under the sub, it has to surface
in the next round. (In effect, it can move 8 fields submerged: 2 in the submerging round, 2 in marker one
round, 2 in marker two round, 2 in surfacing round).
(This may be a bit too much, I’ll have to playtest it. Maybe one marker is enough, making for 6 fields)

A submerged submarine may move through hostile sea zones without restriction.
Exception: When it enters a sea zone with an enemy destroyer in it, a die is rolled
for every sub in the pack. All subs must surface if at least one 3 is rolled (super sub: one 2)
Corollary: It is only allowed to enter a sea zone with a destroyer in it in a combat move phase.
Combat ensues when the subs have to surface.
The number of destroyers does not influence the detection dice roll, only the number of subs
(similar to AA gun / Fighter / Bomber rule)
The player may of course make a normal move and simply surface and attack the
destroyers in its CM.
All subs in the same sea zone have to surface at once.

**If a destroyer enters a sea zone where submerged enemy subs are stationed in a combat move,
they are detected on a roll of three (on a two for super subs). Again, roll as many dice as there are
subs in the sea zone, the number of destroyers has no effect. If a sub is detected, they are all detected
and have to suface.
(Optional rule: DD can go sub hunting: if they only move one sea zone in their CM phase instead of two

this has to be declared in advance - they may add 1 to their detection roll.**
Subs are never detected during a destroyer non combat move.

**4)  Attacking and defending subs may submerge except when an enemy destroyer is present (as stated in LHTR 1.3.).
If the sub submerges during combat, this round counts as a full submerging round.
Example: A sub has one marker under it, indicating that it has been submerged for two rounds.
In this round, it attacks on its CM phase, but retreats during the attack by submerging (or, if victorious, it
submerges in its NCM phase). Do not remove the control marker, instead, place another control marker under
the sub.

The markers are only removed if the sub surfaces during its NCM phase. (In effect, giving the opponent
the chance to take at least one combat action against subs even if he does not posess destroyers).**

So, I think I’ve thought of most of the stuff that can occur, I’ll start playtesting,  any feedback is welcome :-)
Additional thought: with this new sub capabiltiy, maybe it would be wise to raise the price of the sub?
(for instance to 10 IPCs?) And maybe the super sub advantages should not be applied to the DD detection
roles. Any comments would be much appreciated.
