In my opinion the option seems rather poorly named.

The rulebooks explicitly say:
"Place new facilities in any eligible territory that you have controlled since the start of your turn. "

So you are of course correct, you are not allowed to place a new IC in a just converted friendly neutral territory.

This is one of the aspects that TripleA handles incorrectly when dealing with “neutrals”.

So the correct handling of the rule must be player enforced.

I move this topic to the TripleA Support category.

P.S. Here’s what the map looks like with Vichy France activated (using color code 6A5B3D for “Neutral_Axis” in map.properties). :D

All powers can declare war to true neutral, but not the Anzac can do this.

I think Veqryn may be misreading this post.  I believe the OP is reporting a bug that ANZAC is not allowed to declare war on the true neutrals during their turn.  The usefulness of such a move is a side-issue.
