I thought i would be able to place units on London, as the game said about major IC “left to repair: 4”. But i guess that means 14 damage does it not?
you only have a minor factory after i conquered england.
When you have 1 damage you can place 2. With 2 damage place 1. with 3 damage place nothing. With 4 or more damage to a minor factory, you have to repair that before even being able to place anything.
