Say Germany has inf and tanks in bulgaria. Italy controls ukraine. Ukraine is empty at this time. There are Russian troops in eastern poland.
Can Germany declare a tank to ‘blitz’ thru ukraine to set-up a possible place to withdraw when declaring combat from bulgaria to eastern poland?
Does the answer change if Ukraine was under russia control (still empty)?

Yes, it’s legal either way. Though technically it’s not a blitz in the first case, but rather a simple two-space movement.
