What matters is if those territories become pro axis or not. It seems like they do if it is Russia that declares war on neutrals, which is usually not the case.
Mongolia counts as a strict neutral, but if the special exception thing exempts it from becoming pro axis barring an actual attack… so be it.

a wise man would just read the rules and wait for our turn rather than continuing to make himself look more and more foolish.

That is actually new in this 2nd edition of rules. It makes sense. India can’t fly to transjordan round 1 anymore unless it hits up Iraq… that is nice.
You cannot fly over unfriendly neutrals unless you attack it. You cannot fly over strict neutrals.
That just means you have to do a 1 round attack on afghanistan and then retreat. You still get your surviving air going to Russia.
Kind of a gamble on your part. Beats losing Russia.

cow, just when i think you’ve made the biggest fool of yourself, you exceed my wildest dreams. you are sloppy, and it’s gonna cost you (unless you hacked the dice server of course). you cannot fly over the territory in combat move unless you are attacking it. but once you have attacked it, it becomes friendly to the axis and in noncombat we can fly over it with the other 3 ftrs. maybe you should also start reading the faq, i see my slight fear that you might do so were way overblown.
