    It may have stopped you for one turn….

    More than that, it basically calls it off.  If I do the J2 DoW then I’m obligated to attack J3 since I then have to respond to US moves.  If I attack J4 instead of J3, you have more fodder to place in India than I will have added to my own attack force, which only had 81% odds to begin with (and this is with sacrificing 2/3 of the air force).  My Japan strategy is over; now I have to figure out how to pick up the pieces.  if I hit India later it will be the end result of an entirely new plan.
