Yes, I’d like to do it.

I will need the following:
1. a scan of the official rulebook (prefer higher quality & color)  [this is needed so that i can code the engine rules]
2. a quality scan or picture of the entire map
3. a volunteer who can trace the territory border lines of that picture onto a computer image

Please explain what you mean. Is it something like painting lines over the borders? On a separate layer?
What exactly has do be done?

There are multiple ways to do it.

I think a paint program like Paint.NET or photoshop or something, you could create a second layer and draw the territory borders on top of it.

But the end result should look something like the attachment I added below.

It doesn’t have to be colored, but the Border lines must be pure Black.

Anti-aliasing should be turned off.  In other words, it should be pixelly, (no fuzzy lines).  The territory borders should be 1 pixel thick.

OK, I experimented a bit using Paint.NET starting with the SZ borders. The Line/Curve Utility helps a lot there.
But how accurate does it have to be? I mean the SZ borders are really easy - but the territory borders …

whatever you do, try to keep the same style all the way through

Will it be difficult for you to program the ‘contested territory’ rules?

i dunno, i haven’t read the rulebook yet

Is the “basetile image” the result of tracing the border lines?
If yes, I will continue my work on it, unless someone more experienced throws his hat in.
But it will take me some time. Spare time is rare …

It is easier than I thought. I think I will have that ready within the next few days.
