The rulebooks explicitly say:
"Place new facilities in any eligible territory that you have controlled since the start of your turn. "

So you are of course correct, you are not allowed to place a new IC in a just converted friendly neutral territory.

This is one of the aspects that TripleA handles incorrectly when dealing with “neutrals”.

So the correct handling of the rule must be player enforced.

everyone in the game can save the game at any point

so you can start a game, and save it later, and continue the next day

also, you can take a play by forum game and start playing it live in the lobby, and also you can take a live game and start playing it pbem.  the games can switch at any point you want.

It’s either

incorrect Triplea version…check to make sure you have the latest (1.25 i think). that you haven’t dled the proper maps…make sure you’ve done this. if it’s that you can’t host that’s the problem, you probably haven’t enabled port forwarding to host games.

Probably not, but there is a RISK version available for free for Linux, so I guess there must be a version for windows also, just do a google search.
