Also, from a penalty standpoint, there’s no reason for Russia not to declare war on Japan on R1.  Declaring war doesn’t require them to make an actual attack, but it does open their territories up for friendly occupation, making it that much more obnoxious as a US bomber base.

San Fran is the hardest of all to get and hold.  Under Alpha 2 (probably OOB too) it is theoretically possible to get and hold it if you can do it on round 3.

How was Russia able to advance that far? It shouldn’t be possible without direct America help. The moment that Russia moves beyond poland in Global you can call the game right there.

I dont think that I fully understand your question about Russia. They have only moved into Finland. The axis did surrender after six rounds however.

For simplicity, the game doesn’t deal with the Vichy government.  All French units are considered to be Free French.

They will attack each other first round 90% of games if you don’t agree a penalty for the attacker … something like 15 or 20 IPCs. Higher penalty -> later attack

Not sure about that 90% on turn 1, but sooner or later, they certainly will atack!

Japan SHOULD be able to go to war against the Soviet Union. That’s the nature of the game. It was also a serious option Japan considered for quite some time. Indeed, in the end they decided to go for the Southern option. It’s difficult to simulate both things in a game of the nature of A&A. One we want mutual attacks to be possible, Two neither of the two countries in question was eager to fight the other while already at war with Germany/Italy or the US/UK/France respectively…

Perhaps a negative NO would work or an IPC penalty (in the rulebook it’s explained that NOs represent a boost in morale and vigour (I suppose both in the military and as far as civilians/factory workers etc. are concerned). Hearing that your country is being attacked from both sides would probably have the opposite effect of an NO, so a negative one might work: -6 IPC if Japan is at war with the Western Allies and the USSR simultaneously and -6 if the USSR is at war with both Japan and Germany/ Italy. These negative SA’s only apply when you initiated the conflict with the Soviet Union or japan respectively. ( I agree the wording needs to be worked on, but I’m sure you get the idea). I’m certainly not for completely disallowing the possibility!

Or maybe they just didn’t rate the Japanese fleet as a threat.  But anyway, it’d be nice to have the option.
