Being a small powerless nation, the Ottomans feel inclined to refuse any open borders, with any nation, until forces are deemed strong enough to monitor and contain any potential oppression. We open our ears and arms to future talks, but for now the national security is of more importance.

Sorry if I misunderstood. Thought you could go from Ceasefire to Ally or Ceasefire to War in one turn. If I have to go to Open Borders first, please let me amend my two offers to the Ottomans and to Sweden to: Open Borders.
Can they offer an Alliance to me on their turn, so it would still be an Alliance by turn’s end? -
