@Black to further expand, a player cannot attack a land territory with a non-enemy unit.

This happens not uncommonly when Italy declares war on Russia and moves into a territory. Germany does not declare war and marches their units into the newly captured Italian-owned territory. When Russia wants to attack, it cannot just attack the Italians, it must declare war on Germany.

Find it in the blue box on page 14, Pac.1940.2 rulebook:

“The United States: The United States
begins the game neutral, and as such
isn’t initially part of the Allies. Being at war
with no one and having a strict isolationist
policy, the United States has especially
tight restrictions. It may not move land
or air units into neutral territories. It may
not move units into territories or onto
ships belonging to another power or use
another power’s naval bases, nor may
another power move land or air units
into its territories or onto its ships or use
its naval bases. In addition, the United
States may not end the movement of its
sea units in sea zones that are adjacent to
Japanese-controlled territories.”

China is a strange nation, being brute forced one time as China and Japan still failed to loose take out and to this day, I still have no idea how I kept the Flying Tigers alive.

I think, the problem is Canada.
When I play the Allies, the problem I usually get is, that I fail on Logistic.
I can allways ONLY focus on weapons OR personals and trannys on one turn.
But we know from history that Canada was a vital manufactorer of weapons and armour for the allies.
Maybe a HR will fix this problem by:

When the U.S. is at war Canada contributes some portions to the allies as for the us in the Atlantic one DD and a bmbr for the uk.
And for pacific US one DD.
Each round!
For the pacific, Australia must be allied controlled.
As for the atl. .Canada must be allied controll for the DD.
UK must be allied controlled for the bmbr.

Yes its one turn early, but its not that huge of a swing, esp if Japan can go up nearly 20 with the UK going down 7 for the US to go up 30.

by that point in the game we couldnt have stopped you… I’m thinking how we could have stopped it from getting to that point in the first place.  A couple of things come to mind… 1) not stockpiling the russian infantry in Amur and 2) when we saw you only bought 2 transports on G1 UK could have taken out the Taranto fleet and just bought infantry.  This might have stopped Italy opening a second front in Russia and stopped a successful sealion.
