Question before I do ANZAC - US has troops in Dutch New Guinea. Why is DNG not under US control? TripleA issue or obscure rule?

Guessing mind you, but Dutch government was in England at the time giving them special privileges? Not sure of the actual rule.
I think it should be a US territory - I can’t see why it wouldn’t be. I’ll edit it US and move accordingly to move this along. If anyone disagrees please raise the issue before the next Axis turn is over, ok?
