Ah yes that’s TripleA being anal retentive about a movement rule. The sub makes it a hostile sea zone so you can move your ships out of there in combat phase, but not in noncombat phase. Easiest thing if you have already rolled for USA is to just Edit it.

BTW I would submerge the subs if you attack without destroyer present
