Generally speaking powers defend together. However in G40 there are powers that start off neutral (Russia and USA) or not at war with each other (like Japan and UK/France). You could have a case at sea when you attack a sz with units from multiple powers, and can ignore the units that belong to a power that you aren’t yet at war with.
Carrier with planes movement Question

I have planes on a carrier off the shore of Eastern U.S.
Can I attack an army with the planes in Gibraltar/Morroco?
The Carriers can move into the sea zone on the Atlantic part of Gibraltar but the plane movement is 4 to Gilbraltar.

Nope, too far. You would need one more move to get the planes from Gibraltar back to the sea zone with the carriers so they can land. If your carriers and planes started in z102 you could make it.

Instead of thinking of it as the planes “moving with” the carrier, remember that the planes take off from the carriers into the air at the start of the combat move. Then the planes and the carrier actually move independently of one another.
It just happens that usually that more often than not your planes are going to land on the carrier and they will move the same number of spaces.
