looks to me scappa is in the dead center of the line separating the two SZ’s
z119 is the correct location of scapa flow in the game because of range issues for german planes

For simplicity, the game doesn’t deal with the Vichy government. All French units are considered to be Free French.
You only use a movement point when you cross a boundary between spaces. Taking off from or landing on a carrier does not involve crossing such a boundary because both the carrier and plane are both in the same sea zone.

yeah, that’s weird. The capital actually has a minor factory! It’s like ANZAC not having a naval base on NSW
