thats right ,Finland only touches sz 127 up north.Also Norway does not touch sz 127.

That’s what I thought. My buddy kept telling me it’s only for the USSR NO. Of course he always plays Germany. :-P

Yes, it can do that. Refer to page 20 of the P40 rulebook, under restrictions on placement: “New Sea units can enter play even in a hostile sea zone. No combat occurs because the conduct combat phase is over.”
