    Factory upgrade is only good on territories that are worth 3 IPCs or more, and that you’ve owned since the beginning of the game.

    Thus, ANZAC can never control a major factory.

    I’ll let you edit in a minor factory on either Malaya or Queensland during the USSR turn… best I can do mate!  :-D
