Mongolian rules changed a fair bit. minor to major factory in Berlin scramble rules became logical (1st ed: no scramble from coasts e.g. London but unlimited from islands) UK units added to starting units (converted from French units). Don’t know why. Ukraine minor factory added

Thanks, PainState, I thought that was how it went but wanted to make sure bringing in more assets was legit.

Blitz is just a name for a first move “into a hostile, unoccupied territory”.  Page 27 of the pac rulebook.  Since your first move isn’t into a hostile territory, its not a blitz, Mr. Pain is correct, I believe.

No.  USSR may not move into territories outside its own on the Europe map until it is at war with Germany and/or Italy.  Also, it may not move into territories outside its own on the Pacific map until it is at war with Japan.

Regarding flights/landings, are islands still part of the sea zone? Meaning, does it take an aircraft 1 turn to enter the seaszone surrounding the island, or does it get that “for free”?

Islands are separate spaces from the sea zones that they’re in.  It takes a movement point to enter or leave an island.
