You never control a sea zone.
Sea zones are either friendly (contain no enemy surface warship) or hostile (contain enemy surface warship(s)).
The result of a sea battle is that you have cleared it of enemy units (or not).

Yes. Think it is to stop the Russian player inadvertently buying Naval, when all they should be doing is buying Inf every turn. Also a Factory in Karelia would be a gift for the German player ensuring first Russia falls more easily, then facilitating Sealion.
